Coastal Zone Environment Resource Management Project

The coastal zone environmental and resource management project (czermp) is an activity under phase 111 of the asean-australia economic co-operation program (aaecp) involving australia and seven asean partners (Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam). It was approved by the asean joint policy council in august 1993 and implemented in november 1994.

Under this project, each participating asean country has established a national steering committee to provide direction and control over the management of the neric. It was established in such a way that members of the committee are from both data custodians and end-users of the national priority project being implemented.

The major focus of czermp is to develop institutional, human resource and technological capabilities to integrate data from various sources into information products that can be applied to the solution of coastal zone environmental and resource management issues. By using modern technology e.g. geographic information systems techniques will be able to assist in solving coastal zone management problems.

An implementation strategy has been developed with the asean partners. the major elements being outlined below are:-

Coordination and launch workshops

·         to provide official high-profile launch to the project

·         to introduce the project to participants from previous aaecp phases

·         to provide the neric staff with introductory training in the role of it in the coastal zone management.

Establishment of neric

·         to supplement the existing neric facilities allowing similar standard of technical capability across the involved countries

Coastal zone awareness training to neric staff

·         to enable the staff to understand the concepts of integrated coastal zone resource management

gis (geographical information system) training

·         to provide the neric staff with the gis/it skills to fulfill their role of providing it services to the neric

Train-the-trainer program

·         to provide neric staff with the ability to teach end-users about the use of it products

National priority projects

·         to provide neric staff hands-on in-country applications on building it products for coastal managers

·         to develop a useful approach in addressing the national priority issue

Training for coastal zone managers

·         to provide the coastal managers with the ability to use the it products in order to manage the coastal zone

National metadatabase

·         to develop a national metadatabase housed at neric within a network accessible by coastal zone management agencies involved

Regional demonstrative project

·         to develop regional digital atlas of living coastal resources

A decision support system is also used to aid in the decision-making process with the consultation of experts to ensure accuracy and understanding of the information. this can be anything from a photograph to a map to support decision-making. However, it is based only on the requirements for making a specific range of decisions. As an example, in the context of environmental management and gis, it is of highly specialised computer having ranges of uses with the help of expert knowledge.
