OZONE DEPLETING SUBSTANCES (ODS) PERMITS

As the licensing authority for trade control of Ozone Depleting Substances (ODS) and its alternatives such as Hydrofluorocarbons (HFCs) in Brunei Darussalam, the Department of Environment, Parks and Recreation (DEPR) is responsible for the registration of importers, allocation of annual quotas, and approvals of Application Permits (AP) in the Refrigeration and Air-Conditioning (RAC) and Mobile Air-Conditioning (MAC) sectors.

In 2014, the Royal Customs and Excise Department (RCED) introduced an Online Declaration and Permit Application system accessible via the Brunei Darussalam National Single Window (BDNSW) to support trade facilitation.

DEPR has set out a Standard Operating Procedure (SOP) for importers in order to obtain approval. Only importers who have an approved AP issued by DEPR are allowed to proceed with importation.

[1] REGISTRATION

Any companies wishing to supply, import, or export substances controlled under the Montreal Protocol must be registered with DEPR first. Any company not registered must submit a letter notifying DEPR of the intention to import along with two (2) application forms below for different categories of substances:

[2] PRIOR TO ISSUANCE OF PERMIT
