The first thematic session for the Mid-Year Conference and Exhibition (Brunei MYCE) 2023 Environment Week: Road towards a Sustainable Environment #BeTheSolution held today at the Chancellor Hall, Universiti Brunei Darussalam focused on Plastic Pollution. Attending as Guest of Honour was Ir. Awang Haji Amer Hishamuddin bin Pehin Orang Kaya Amar Pahlawan Dato Seri Setia Awang Haji Zakaria, Permanent Secretary (Infrastructure, Housing and Professional), Ministry of Development.In her Welcoming Remarks, Dayang Hajah Martinah binti Haji Tamit, Director of Environment, Parks and Recreation, Ministry of Development as the Chair of the Environment Week Working Committee highlighted that the plastic is one of the most heavily deliberated environmental topics through various platforms. Although recognizing the necessity and convenience of plastic due to its lightweight, durable and resilient properties, it is also one of our planet’s greatest environmental challenges.The panel discussion moderated by Dr. Fairuzeta binti Haji Md. Ja’afar, Assistant Professor in Physical Chemistry of Universiti Brunei Darussalam dove deep into the most pressing issues around plastic pollution and how we can overcome them together through a whole-of-nation approach. Joining as guest panelists were Yang Mulia Pengiran Haryanti Pengiran Haji Petra, Head of Pollution Control Division, Department of Environment, Parks and Recreation, Dayang Noorhafizah Rashid, Founder of Big BWN Project, Dayang Shaima Haji Misli, Country Hub Leader for Sustainable Ocean Alliance and Mr. Sun Jen Hwann, Strategic Planning Manager of Kawan Bumi Sdn Bhd. Also joining the session virtually as a panelist from the United States was Dr. Denise Antoinette Devotta, a Senior Environmental Consultant at DHI-Americas.Overall, the panel session helped in sharing the insights of the guest panelists and their experiences in dealing with this global crisis. The discussion further emphasizes the importance of all stakeholders’ involvement and commitment to tackle the issue and helps further the knowledge of global best practices for plastic waste management and alternatives to plastics. The session concluded with a Question and Answer session from the participants involved.

The session was attended by around 150 participants ranging from government agencies, industries, academic institutions, NGO as well as the private sector particularly supermarkets and food and beverages companies, which provided a platform to deliberate and facilitate experience sharing amongst various stakeholders. Also present during the thematic session were Yang Mulia Dayang Aldila binti Haji Mohammad Salleh, Deputy Permanent Secretary (Corporate and Legal), Yang Mulia Awang Haji Shaharuddin Khairul bin Haji Anuar, Acting Director General of Public Works as well as Heads of Departments, Divisions and Units of the Ministry of Development.The Environment Week: Road Towards a Sustainable Environment #BeTheSolution organized by the Ministry of Development and Department of Environment, Parks and Recreation in collaboration with DHI Water & Environment is held in conjunction with Brunei Mid-Year Conference and Exhibition 2023 (Brunei MYCE 2023) and in commemoration of the 50th anniversary of the World Environment Day celebration. The 3-day event will take place from 26th to 27th June 2023 at the Chancellor Hall, Universiti Brunei Darussalam for Thematic Session panel discussions and exhibition, and will close with a tree planting and beach cleanup activity on 28th June 2023 at Muara Beach Recreational Park. The 2-day exhibition will feature a range of green initiatives and services offered by government agencies, governmentlinked companies (GLCs), private companies, and non-government organizations (NGOs), providing opportunities for the public to gain knowledge and raise environmental awareness, as well as to interact with each other.Brunei Mid-Year Conference and Exhibition 2023 (Brunei MYCE 2023) is organized by the Ministry of Primary Resources and Tourism through the Tourism Development Department in collaboration with local and international government agencies, statutory bodies, higher educational institutions, stakeholders and private agencies. The second thematic session for the Mid-Year Conference and Exhibition (Brunei MYCE) 2023 Environment Week: Road towards a Sustainable Environment #BeTheSolution Day 1 continued in the afternoon at the Chancellor Hall, Universiti Brunei Darussalam, on the topic: “Flammable Refrigerant Management”, held at Chancellor Hall, Universiti Brunei Darussalam. Present as the Guest of honor for the afternoon session was Yang Mulia Dr. Dayang Nor Imtihan binti Haji Abdul Razak, Permanent Secretary (Planning, Land Use and Environment) Ministry of Development.In her welcoming remarks, Yang Mulia Dayang Hajah Martinah binti Haji Tamit, Director of Environment, Parks and Recreation as the Chair of Environment Week Working Committee, she shared about the on-going transition of using low-GWP alternatives as stipulated in the Kigali Amendment of which Brunei Darussalam is in the process of ratifying and highlighted the importance of continuous collaboration and cooperation among stakeholders to continue the success of Montreal Protocol.Panel Discussion for Thematic 2: “Flammable Refrigerant Management” was moderated by Dayang Jenny Dato Malai Ali, General Manager of Kristal FM. Joining as guest panelists for the thematic session were Mr Haji Nohi Irwan Surkarki bin Haji Pawi, Acting Deputy Director of the Brunei Fire and Rescue Department, Ministry of Home Affairs, Mr Tang Wee Ho, Head of Development and Control Unit, Department of Mechanical and Electrical Services, Ministry of Development and Ms Hazwani Wajihah binti Jefery, Environment Officer of the National Ozone Unit, Department of Environment, Parks and Recreation. Also joining virtually as a panelist from Thailand was Mr. Pipat Poopeerasupong, Montreal Protocol Regional Coordinator from United Nations Environment Programme.

The panelists shed some light on the on-going global mission to protect the ozone layer and climate and ways for end-users to prepare themselves in managing the safety risks associated with handling flammable refrigerants, which are the newer gas alternatives introduced, as per elaborated in the Guideline for Safe Handling of Low-GWP (Flammable) Refrigerants. The session concluded with a Question and Answer session from the participants involved.Nearly 200 participants from government departments, particularly those that are involved in management and procurement of government assets, Refrigeration and Air-Conditioning (RAC) technicians, Refrigerant Importers; Mechanical and Electrical consultants as well as academic institutions. The Brunei 2023 Mid-Year Conference and Exhibition (Brunei MYCE 2023), Environment Week continues on the second day of 08 Zulhijjah 1444H corresponding to 27 June 2023 at the Chancellor Hall, Universiti Brunei Darussalam, with Thematic Session 3: Environmental Impact Assessment. Present as the Guest of Honour was Yang Mulia Awang Haji Shaharuddin Khairul bin Haji Anuar, Acting Director General of Public Works, Public Works Department of the Ministry of Development.In her welcoming remarks, Yang Mulia Dayang Hajah Martinah binti Haji Tamit, Director of Department of Environment, Parks and Recreation as the Chair of the Environment Week Working Committee set the scene for the session that morning by taking everyone back to 2010, where His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam decreed for the drafting of laws or regulations for a more controlled environment be expedited, including the need to enforce Environmental Impact Assessment mechanism and others alike for development project. In response to that, the Environmental Impact Assessment Guidelines for Brunei Darussalam was materialized in 2012 to complement the Pollution Control Guidelines for Industrial Development in Brunei Darussalam.The panel session was moderated by Dayang Nur Khalish Hafizhah binti Ideris, Consultant from ERM (B) Sdn Bhd. Joining as guest panelists were Dayang Ummi Farhanah binti Haji Talipudin, Environment Officer, Department of Environment, Parks and Recreation, Ministry of Development, Mr George Foulsham, Director of DHI Water & Environment, Awang Haji Sofi Hasni bin Haji Sharbini, HSSE Executive for Environment, Hengyi Industries (B) Sdn Bhd and Mr Gabriel Yit Vui Yong, Lecturer from the Faculty of Arts and Social Sciences, Universiti Brunei Darussalam.The session, among others, has emphasized the importance of Environmental Impact Assessment to be given a high level of attention, especially in a rapidly developing world, what are the guiding principles behind it and how it is implemented in the real world. The panelists also shared on the new development in Environmental Impact Assessment requirements including strengthening and enforcing the obligations under the Environmental Protection and Management Act, Chapter 240, the emerging techniques and technologies for environmental impact assessment and management, how industries can play a role in contributing towards environmental management and protection.

As the curtain draws to a close for day two of the Environment Week, the final thematic session took place in the morning, focusing on Nature-based Solutions (NbS). Present as the Guest of Honour was Yang Mulia Haji Shaharuddin Khairul bin Haji Anuar, Acting Director General of Public Works, Public Works Department of the Ministry of Development.In her welcoming remarks, Yang Mulia Dayang Hajah Martinah binti Haji Tamit, Director of Department of Environment, Parks and Recreation as the Chair of the Environment Week Working Committee highlighted that the environment encompasses everything around us, which provide a plethora of important ecological benefits, economic and cultural values. She added that the current environmental issues such as loss of biodiversity, sea level rise and air pollution can be addressed by adopting nature-based solutions, and embracing the value of nature and its benefit to create a healthier future for the people and environment, and it takes collaborative action and effort to be part of the solution.The panel discussion for the thematic session was moderated by Yang Mulia Dr. Hajah Norhayati Binti Haji Ahmad, Director of Institute for Biodiversity and Environment Research, Universiti Brunei Darussalam (UBD).
